Amendment 01 is hereby posted to this announcement with Questions & Answers along with updated SOW specifications regarding Shock Testing. The purpose of this Solicitation N00174-20-R-0180 is to solicit the requirement for the manufacture and delivery of Interactive Displays LCD with an infrared touch user interface. The LCD with an infrared touch user interface must meet all requirements specified in the Department of the Navy drawings enclosed in the SOW. The proposed contract type will be a Firm-Fixed Price (FFP), Small Business Set-Aside acquisition. The Government intends to award a contract resulting from this solicitation using the Source Selection Procedures without holding discussions. The source selection process will neither be based on the Lowest Price Technically Acceptable (LPTA) nor Trade-offs. Within the best value continuum, FAR 15.101 defines best value as using any one or a combination of source selection approaches. For this procurement, the best value basis for award will be determined by the Highest Technically Rated Offeror with a Fair and Reasonable Price which is outlined in Sections L&M of this solicitation. The intended contract will be a single award consisting of a base year only. The proposed Small Business Contractor(s) shall review this solicitation and all its attachments and submit a full proposal to the Government NLT 10-AUG-2020 by 4:00PM EST.
