NOTICE OF INTENT TO SOLE SOURCE: Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) intends to award a firm fixed price sole source procurement with Bottom Line Technologies, Inc. 3290 N Ridge Road Ste. 220 Ellicott City, MD 21043-3657 to provide: CLIN 0001 – 300 hours of technical support either by phone or by on-site Date of Award thru one year CLIN 0002 - Option 1 400 hours of technical support by phone or on-site Statement of Work (SOW) Xilinx FPGA Post Training Support Background The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is committed to enhancing the technology used in the current US Navy projects. The contractor will provide post Xilinx training support for the FPGA design engineers. Scope This Statement of Work (SOW) is for a service contract for a contractor to perform: Technical support, phone and on-site Design Services Security The Contractor will ensure that all instructors are subject matter experts and are able to gain access to NSWC IHEODTD to provide technical support (if conducted at NSWC IHEODTD). 4. Technical Support/Design Service The vendor shall provide 300 hours of technical support either by phone or on-site. Transit time to and from On-site technical support can vary from 1.5 hours to 2.5 hours depending on day and traffic. If on-site support is required, the contractor will be on-site for support for the full day. Transit time to and from on-site location is billable. 4.1 OPTION 1 - Technical Support/Design Service This is an option to the base contract. If executed, the vendor shall provide 400 hours of technical support either by phone or on-site. Transit time to and from On-site technical support can vary from 1.5 hours to 2.5 hours depending on day and traffic. If on-site support is required, the contractor will be on-site for support for the full day. Transit time to and from on-site location is billable. The associated North American Industry Classification System (NAICS) code is 611420, Computer Training which has an annual size standard of 12 million dollars. Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available. This notice of intent is not a request for competitive quotes; however, the Government will consider all information received by June 17th, 2020. A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.

PURPOSE The purpose of the Press Tooling Die Sets is to press various sizes of explosive pellets for a variety of R&D projects. B. SCOPE The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Indian Head, Maryland is requesting the manufacturing of eleven (11) sets of for the below press tooling die sets: Drawing 2773-1: 1.999” Die Set Drawing 2773-6: 0.500” Die Set Drawing 2773-7: 2.000” Die Set Drawing 2773-2: 1.429” Die Set Drawing 2773-3: 2.878” Die Set Drawing 2773-8: 1.687” Die Set Drawing 2773-9: 0.728” Die Set Drawing 2773-4: 2.499” Die Set Drawing 3215D: 0.992” Die Set Drawing 2773-5: 1.000” Die Set Drawing 3400: 0.858” Die Set C. DELIVERABLES As listed on the drawings, all raw bar stock must be ultrasonically tested (UT) in accordance with ASTM E2375, with Class A requirements (5/64” max defect size). A report of the results from the UT shall be included with the delivery paperwork. The UT report must link the raw bar stock to the tooling set it was used in. (CDRL A001) The vendor shall deliver the tooling with a 100% Geometric dimensioning and tolerancing (GD&T) inspection report. The recommended delivery of this report is a marked up copy of the drawing with the actual measured values written in red next to the drawing requirements. (CDRL A002) D. CLOSURE The vendor shall facilitate an on-site visit with NSWC IHEODTD prior to final delivery of the press tooling die sets. This visit shall include at a minimum one (1) senior Tooling Inspector and may include up to an additional two (2) junior Tooling Inspectors. However, NSWC IHEODTD may waive the visit. Upon delivery, before the die sets are accepted, they will undergo an abbreviated inspection by NSWC IHEODTD M21 Tooling Inspectors. The inspection shall include, but is not limited to, a review of the UT report, a review of the GD&T inspection report, a critical dimension check, and a test fit of the components. If the inspected material is not in accordance with the drawing or the statement of work, the items will be returned to the vendor facility for correction. It is anticipated that this inspection occurs at the vendor facility during the site visit – but if the site visit is waived this will occur at NSWC IHEODTD after delivery. All items shall be delivered FOB Destination. The following addenda is provided to this provision: Request for Quotation should be submitted and shall contain the following information: Solicitation Number; Time Specified for receipt of offers; Name; Address; Telephone Number of Offeror; Terms of the expressed warranty; Price, Payment terms, Any discount terms, F.O.B. destination, CAGE code, DUNS number, Tax ID number and acknowledgement of all solicitation amendments.
