Sources Sought for Cooperative Research and Development Agreements (CRADAs) This is a Sources Sought Notice. This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this notice. The U.S. Government is not obligated to notify respondents of the results of this notice. If a formal solicitation is generated at a later date, a pre-solicitation notice will be published. No award will be made as a result of this Sources Sought Notice. The CAD/PAD Joint Program Office, The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division, is seeking partners for Cooperative Research and Development Agreements (CRADAs). The purpose of the agreements is to support mutually beneficial efforts to improve design, production, component availability, and performance characterization capability of CAD/PAD devices, and to support system integration for new or modified applications. These efforts could include establishment of improved production and processing capability for cartridges, cartridge actuated devices, propellant actuated devices, or components, and multiple sourcing of these devices and components. Applications include but are not limited to aircraft egress and ejection seats, stores release, and weapons, space, and safety systems. In responding to this Sources Sought Notice, respondents should provide the following information: • A description of the item(s) that may be offered, should the government pursue procurement of these services. • Past performance in providing the requested and/or similar services, • A description of the respondent's technical and manufacturing capabilities, • A description of the respondent's quality plan, including methods for flowing quality requirements to sub-vendors, • A description of the respondent's safety plan and any additional safety certificates, • Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.
