Sources Sought for Flameless CS Gas Hand Grenades for Naval Criminal Investigative Service (NCIS) This is a Sources Sought Notice. This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this notice. The U.S. Government is not obligated to notify respondents of the results of this notice. If a formal solicitation is generated at a later date, a pre-solicitation notice will be published. No award will be made as a result of this Sources Sought Notice. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) and The Naval Gunnery Project Office (NAVSEA PEO IWS-3C), Picatinny Arsenal are currently seeking sources for the manufacture and delivery of Flameless CS Gas Hand Grenades. The grenades will be used for military law enforcement applications only. The grenade will be used primarily for indoor tactical situations to detect or dislodge a barricaded subject. Due to the primary need to be able to deploy the grenade indoors, a "hot gas" substitute is not suitable due to the high risk of fire. The grenades will use the riot control agent knows as CS (2-chlorobenzalmalononitrile). Only off-the-shelf (OTS) solutions are being considered for this procurement. In responding to this Sources Sought Notice, respondents should provide the following information: A description of the item(s) that may be offered, should the government pursue procurement of these services. Past performance in providing the requested and/or similar services, • A description of the respondent's technical and manufacturing capabilities, • A description of the respondent's quality plan, including methods for flowing quality requirements to sub-vendors, • A description of the respondent's safety plan and any additional safety certificates, • Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.
