Title: Synopsis - Phantom Cameras and Maintenance Solicitation Number: N0017419R0182 This is a notice of Proposed Contract Action under FAR Subpart 13.5. This synopsis is for informational purposes only. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), intends to award a Firm Fixed Price contract on a sole source basis to Vision Research Inc. located at 100 Dey Road, Wayne, NJ 07470-4633 for Phantom High Speed Digital Cameras and Maintenance. The resulting contract will consist of a base year and four (4) one-year option periods. NSWC IHEODTD requires two (2) cameras per year for a total up to eight cameras and preventative maintenance service of all current and new cameras to include one (1) service per year per camera. Camera models include: •· V2640: 144 GB, Color, FAST option, Canon EOS lens mount, cine-mag compatible •· V2512: 72 GB, Color, FAST option, Canon EOS lens mount, cine-mag compatible •· V2012: 72 GB, Color, FAST option, Canon EOS lens mount, cine-mag compatible •· V1212: 72 GB, Color, FAST option, Canon EOS lens mount, cine-mag compatible •· VEO640: 72 GB, Color, FAST option, Canon EOS lens mount The Government has determined that no other source has offerings that can meet the requirement. The Phantom camera technology is proprietary to Vision Research. Phantom cameras will not require any modifications and will be able to communicate properly with the existing hardware and software currently being used. The Government anticipates an award date in November 2019. The proposed contract action is restricted under 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS; however, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
