The Naval Surface Warfare Center Indian Head Division (NSWC IHD), Indian Head, MD intends to negotiate and award a hybrid Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) contract to Tomahawk Robotics, 2326 Irwin Street, Melbourne, FL 32901. This contract action will procure a Flexible Cybersecure Radio (FlexCSR) that will replace the existing radio system and will utilize modularity to ensure interoperability with future Explosive Ordnance Disposal (EOD) robotic systems. This action will procure the production, engineering support services (ESS), and post production support of 425 FlexCSR systems and 171 FlexCSR DLRP to address performance and reliability shortfalls, technology enhancements, and obsolescence issues on the baseline configuration. ESS will address hardware and software solutions to future capabilities as they are identified by the Government. The ESS efforts will include analysis, development, integration, and testing and may require labor, material, and travel expenditures. NSWC IHD intends to award this procurement sole source Tomahawk Robotics, 2326 Irwin Street, Melbourne, FL 32901, based on the authority provided in FAR 6.302-1, Only One Responsible Source and No Other Sources or Services Will Satisfy Agency Requirements. Tomahawk Robotics is the only vendor who can perform this requirement without substantial delay or duplication of costs to the Government.
