The Naval Surface Warfare Center Indian Head Division (NSWC IHD), Indian Head, MD intends to negotiate and award a Firm Fixed Price (FFP) contract to American Chemical Society, Chemical Abstract Service (CAS) Division, 2540 Olentangy River Road, Columbus, OH 43202. This contract action will procure web based discovery platform which integrates a number of databases and content features unique to the Chemical Abstracts Service (CAS). Key content and features of the service access to include but not limited to: (1) References Database: 52+ million references from thousands of journals and patents, as well as technical reports, books, conference proceedings, and dissertations; (2) Substances/CAS Registry: 161+ million organic and inorganic substances, many with associated experimental and predicted property data; (3) Reactions: 126+ million single- and multi-step reactions and synthetic preparations. NSWC IHD intends to award this procurement sole source to American Chemical Society, Chemical Abstract Service (CAS) Division, 2540 Olentangy River Road, Columbus, OH 43202, based on the authority provided in FAR 6.302-1, Only One Responsible Source and No Other Sources or Services Will Satisfy Agency Requirements. American Chemical Society is the only vendor who can perform this requirement without substantial delay or duplication of costs to the Government. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract or contracts for the efforts mentioned above. The Naval Surface Warfare Center, Indian Division (NSWC IHD), Contracts Department, Code 02 intends to award a contract for the purchase of SciFinder Discovery Platform Subscription Services on a sole source basis with American Chemical Society, Chemical Abstract Service (CAS) Division (CAGE 019P5), 2540 Olentangy River Road, Columbus, OH 43202. American Chemical Society, Chemical Abstract Service Division is the only qualified vendor capable of providing a SciFinder Discovery Platform Subscription Service. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement.
