Gas Chromatograph This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is N001174-21-Q-0073 and this is a Request For Quotation (RFQ). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. This announcement will be issued as a combined synopsis/solicitation. The anticipated award will be a Firm Fixed Price Contract, the award will be made based on the lowest price. The North American Industry Classification System (NAICS) code is 333314. STATEMENT OF WORK Gas Chromatograph (GC) Installation and Familiarization Statement of Work (SOW) Background As part of the transfer of function of the Navy Chemical, Biological, and Radiological Defense Division (CBRD) from NSWC Dahlgren to NSWC Indian Head, a filter media test stand (test stand) will be transferred from Dahlgren to Indian Head. A critical component of the test stand is a Gas Chromatograph (GC). The GC currently integrated with the test stand is an obsolete model and is nearing the end of its useful service life. The NSWCIHD CBRD Laboratory Sciences Branch (R21) requires a new GC to be integrated into the test stand as part of the transfer of function. Requirements System The GC must include a six port rotary gas valve. The sample loop on the gas valve must be 250 microliters. The GC must include a flame ionization detector (FID). The GC must include a gas cleaning/filtering kit. System Configuration The GC must be configured based on the following use case: The analytes of interest are Hydrogen cyanide (CAS 74-90-8), Cyanogen (CAS 460-19-5), and Cyanogen chloride (CAS 506-77-4). The analytes will be contained within a humidified stream of compressed, filtered air. The airstream temperature will be approximately 80 °F. The humidity of the air will be between 25% and 90% RH at 80 °F. The GC must directly sample the humidified airstream. The incoming pressure of the airstream will be between 0.25 and 1 pounds per square inch above atmospheric pressure (i.e. psig). The GC oven temperature will be isothermally maintained around ambient + 10 °F. Special heating and cooling limits are not required. The desired limits of detection for the analytes above is 250 parts per billionth (ppb) or better. R21 will use a Restek RTX 502.2 capillary column, 60 meters length, 0.53 millimeter ID, 3 micrometer film thickness, Restek Catalog number 10909. System Peripherals The contractor must provide a computer. The contractor must install software on the computer necessary to operate and interface with the GC. The contractor must provide a license to operate the software for GC operation and signal analysis. The contractor must install all drivers necessary to operate and interface with the GC. Installation and Familiarization The contractor must install the GC at NSWCIHD. The contractor must familiarize at least two R21 employees on the operation of the GC All items shall be delivered FOB Destination to Indian Head, MD 20640-5070.
