Pre-solicitation Notice Synopsis N00174-20-R-0184 Subj: Improved Point Detection System Classification Code: NAICS Code: 334519 This notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Contracts Department, Code 02 intends to award on a sole source bases to Bruker Corporation, (CAGE 360H2), 40 Manning Road Billerica MA 01821; for the purchase of four (4) Improved Point Detection Systems Life-Cycle Replacement (IPDS-LR)(part number: 800148) which include an On Board Repair Kit (OBR kit) and four (4) IPDS-LR Heater Kits (part number: 800691). Award is expected to be made in July 2020, with the one (1) IPDS-LR System (part number: 800148) needing to be delivered in December 2020. The remaining three (3) IPDS-LR systems (part number: 800148) needs to be delivered by July 2021. Place of performance is at contractor site. Delivery destination is 9712 Virginia Ave Suite 100 BLG X-132, Norfolk, VA 20351-3228. Bruker Corporation is the only company that manufactures, sells, and provides (IPDS-LR) and IPDS-LR condensation kits. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement.
