Sources Sought Notice: N00174-20-SN-0016 MHU-191 Transporter Assemblies This Sources Sought Notice is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this notice. The U.S. Government is not obligated to notify respondents of the results of this notice. If a formal solicitation is generated at a later date, a pre-solicitation notice will be published. No award will be made as a result of this Sources Sought Notice. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Picatinny Detachment is seeking potential sources for the manufacture and delivery of MHU-191 Transporter Assemblies. The assemblies, which are on the Portable Ordnance Handling Equipment Allowance List for Combatant Ships, will be used to transport and loan various weapons, stores, and equipment. In responding to this Sources Sought Notice, respondents should provide the following information: • A description of the item(s) that may be offered, should the government pursue procurement of these services. • Past performance in providing the requested and/or similar services, • A description of the respondent's technical and manufacturing capabilities, • A description of the respondent's quality plan, including methods for flowing quality requirements to sub-vendors, • A description of the respondent's safety plan and any additional safety certificates, • Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code. In addition, all interested sources shall provide a summary of their company’s capabilities. All responding sources must email their response submissions to Michael Anthony at email address: michael.anthony@navy.mil no later than 3:00PM EST on 19 of February 2020. Please ensure that all email[s] in response to this Sources Sought do not exceed 2 Megabytes (MB) in size, and do not include files containing a .zip extension.
