This synopsis is for informational purposes only. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), intends to award a Firm Fixed Price contract on a sole source basis to American Pacific Corporation (AMPAC) located at 10622 West 6400 North, Cedar City, UT 84721-9016 for Ammonium Perchlorate. The associated North American Industry Classification System (NAICS) code is 325199 with a size standard of 1,250 employees. The associated Product Service Code (PSC) is 6810 – Chemicals. NSWC IHEODTD requires 47,500-lbs of Ammonium Perchlorate split into two (2) lots as follows: 16,000-lb – Ammonium Perchlorate Mil-A-192B, Grade C, Class 4; 200µw/TCP with exceptions*. Material shall be made from one single homogeneous lot. 31,500-lb – Ammonium Perchlorate Mil-A-82667, Type III, Class I; 200µw/TCP with exceptions*. Material shall be made from one single homogeneous lot. The Government has determined that no other source has offerings that can meet the requirement. AMPAC is the only qualified manufacturer capable of providing the material per the requirements of the Detail Specification MIL-DTL-32124A (OS). The proposed contract action is restricted under 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS; however, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
