The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) intends to issue a Firm Fixed Price contract on a Sole Source (SS) basis to UTC Aerospace Systems (UTAS) Fairfield, CA for evaluation of DBX-1 as a drop-in replacement for RD-1333 lead azide in the Thin Layer Explosive (TLX) High Energy (HE) Tips. The intended contract will consist of a base year. UTAS is the only source qualified to manufacture the TLX Lines and HE Tips and the design is proprietary to UTAS. This synopsis is for information purposes only. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) requires a contractor capable of producing the following on behalf of the United States Navy (USN): • Successful & complete evaluation of DBX-1 as a drop-in replacement for RD-1333 lead azide in the Thin Layer Explosive (TLX) High Energy (HE) Tips. This Solicitation will be restricted under 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements.
