This is a presolicitation notice IAW FAR Subpart 5.2 The Advanced Techniques Branch (Code 5750) of the Tactical Electronic Warfare Division (TEWD) of the Naval Research Laboratory (NRL) conducts research and development (R&D) of Electro-Optic and Infrared (EO/IR) ship signatures, missile simulators, and other electronic warfare (EW) technologies and concepts for protection of U.S. Navy and Marine Corps platforms (surface, subsurface, aircraft, & ground vehicles). This work encompasses the entire EW kill-chain of an EO/IR threat, from detection through successful countermeasure (CM) to CM effectiveness assessment (CMEA). TEWD has multiple ongoing EO/IR advanced development programs; including utilization of in-house missile engagement modeling and simulation (M&S) tools as well as field-testing to provide the U.S. Navy with critical information as to lessen the susceptibility of U.S. Naval assets to foreign EO/IR threats. Specific tasking required is as follows: Software Engineering EO/IR CM/LO Studies Lab and Field Experiment Support Technical Program Support The DRAFT Statement of Work (SOW), “Engineering Support for EO/IR Measurements and Simulations,” is included as Attachment 1 hereto. It is anticipated that a Cost-Plus-Fixed-Fee term contract will be awarded with one base year and four option years utilizing FAR Part 15 procedures. The proposed contract is a total small business set-aside. The North American Industry Classification System (NAICS) code for this procurement is 541715, with a Small Business Size Standard of 1,000 employees. This is a pre-solicitation notice; no solicitation has been issued. Therefore, do not request a copy of the solicitation.
