It includes an Attachment with Offeror questions and NRL responses, and incorporates edits to the RFP and Attachments 1, 2, 9, and 11. ----- The Naval Research Laboratory Code 1200 seeks contractor services for the operation, maintenance, and security of several secure facilities located at the Naval Research Laboratory Washington, DC site, and security support services at all NRL CONUS locations as needed, as described in the RFP and attachments. Please note security clearance requirements of the PWS as well as the Attachment - Personnel Qualifications, including Top Secret/SCI access with favorably adjudicated DoD Tier 5 investigations for key personnel, and a final TS security clearance, with eligibility of SCI at time of proposal submission for non key personnel as shown in Task Order PWS, Section 4.1. Offerors shall make a statement of compliance with all security requirements set forth in the DD Form 254. An inability to meet security requirements at the time of proposal will result in an offer being deemed nonresponsive and eliminated from the competition.

This is a notice of proposed contract action (synopsis) in accordance with FAR Subpart 5.2 The Naval Research Laboratory (NRL) intends to issue a solicitation for support services for the operation, maintenance, and security of several secure facilities. This primarily includes two buildings located at NRL-DC, each a sensitive compartmented information facility (SCIF). Additionally, the Contractor will provide related security support services on a lab-wide basis. It is anticipated that a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a five-year ordering period utilizing FAR Part 15. Task orders are expected to be issued on a Cost-Plus-Fixed-Fee (completion and/or term) basis. Contract award will be made based on best value to the Government through the tradeoff source selection process. The proposed contract is planned for full and open competition. The North American Industry Classification System (NAICS) code for this procurement is 561210 and the Product Service Code is M1HB. To be eligible for award, Offerors must have an active registration in the SAM database. Offerors may obtain registration information at https://www.sam.gov. No solicitation has been issued. It is anticipated that the solicitation will be made available via SAM (https://www.sam.gov) prior to 27 October 2023. Paper copies of the solicitation will not be issued.
