This notice is a ‘Presolicitation Notice’ and does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the presolicitation notice in accordance with FAR SubPart 5.2 Synopses of Proposed Contract Action in preparation for the anticipated release of a Request for Proposal (RFP). This posting is NOT a RFP and NRL is not seeking proposals at this time. NRL reserves the right to cancel this acquisition at any time. As a result of market research, Solicitation No. N00173-24-R-RJ01, titled “Focused RF Optimized Signal Transference (FROST)” is planned to be issued by September 2024 and will be competed via a 100% small business set-aside competition. The solicitation will use trade-off source selection procedures in accordance with FAR Part 15. Award is anticipated to be made in accordance with FAR SubPart 15.101. The resulting contract is anticipated to be a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ). Cost-plus-fixed-fee, level-of-effort (LOE) orders are anticipated to be issued against the base IDIQ with a five year ordering period. The anticipated level of effort (LOE) involved will be a mix of required labor categories, to include key personnel, consisting of roughly 700,000 labor hours* for the total period of performance, evenly divided per year. THIS IS NOT A COMMERICAL REQUIREMENT. *The total labor hours ultimately solicited and required under this contract may vary from the total noted above. The North American Industry Code Standard (NAICS) is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).
