Request for Information This is a Sources Sought notice is pursuant to Federal Acquisition Regulation (FAR) 15.201(e). The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although “proposal” and “Offeror” are used in this sources sought, your response will be treated as information only. It shall not be used as a proposal. Objective The Naval Research Laboratory (NRL) is searching for potential sources that are capable of performing the draft requirements set forth in the attached Statement of Work (SOW) titled “Development, Testing and Assessment of Advanced Electro-Optic/Infrared (EO/IR) Aircraft Self-Protection Systems and Advanced Intelligence, Surveillance, Reconnaissance (ISR) Systems”. Resources In order to aid industry in evaluating their ability to perform the draft requirement, the following draft documents are available: Exhibit A – Contract Data Requirements List Attachment 1 - Statement of Work Attachment 2 - Personnel Qualifications Attachment 3 - Level of Effort The primary place of performance is at NRL located at 4555 Overlook Ave SW, Washington, DC 20375. A Secret Facility Clearance is required. The North American Industry Classification System (NAICS) code for this action is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The Product Service Code (PSC) for this action is AJ13: General Science & Technology R&D Services; General Science & Technology; Experimental Development Vendor Response The NRL asks that interested parties, at a minimum, supply the following information: a) Name of company and Point of Contact (POC); b) Telephone number, address and e-mail address of POC; c) DUNS and Cage Code; d) Business Size; e) Capability Statement and supporting documentation of the offered services that meet the requirements listed in the attachments to this notice; and f) General description of capabilities and experience in the subject matter of this Sources Sought. Past Performance Information Please provide a list contracts supported during the past 60 months with a brief description of the supply or service provided per each contract. Only list contracts for services similar to that required under the attached SOW. Anticipated Contract Type The type of award the Government anticipates is a Cost Plus Fixed Fee, term type contract consisting of a 1 year base period and four 1 year options. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response.
