The Naval Research Laboratory (NRL) intends to negotiate a sole source SBIR Phase III contract with Windlift, LLC to develop a portable airborne wind energy (AWE) system. This sole source acquisition is accordance with authority of 10 U.S.C. 2304(c)(5), as implemented by FAR 6.302-5.
