This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to issue a Firm Fixed Price, sole source Purchase Order to Edinburgh Instruments, Inc., Fulton, MD to provide a Steady-State and Time-Resolved Micro-Fluorescence Spectrometer System, to include; 1. A high-sensitivity modular combined steady-state and time-resolved fluorescence spectrometer and fluorescence microscope with circularly polarized luminescence and polarization/anisotropy detection 2. Installation & Training 3. Delivery (FOB: DEST, NRL, Washington, DC 20375) The proposed Purchase Order is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. All responsible sources may submit a capability statement, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed Purchase Order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make any award or awards, or to be responsible for any monies expended by any interested parties before award of a contract modification for the efforts mentioned above.
