This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number N00173-24-Q-MF14 is issued as a request for quotation (RFQ), under FAR subpart 13.5. Solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2023-04, DPN 20230609 and NMCARS 18-22. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to issue a Firm Fixed Price, sole source Purchase Order to Edinburgh Instruments, Inc., Fulton, MD to provide a Steady-State and Time-Resolved Micro-Fluorescence Spectrometer System, to include; 1. A high-sensitivity modular combined steady-state and time-resolved fluorescence spectrometer and fluorescence microscope with circularly polarized luminescence and polarization/anisotropy detection 2. Installation & Training 3. Delivery (FOB: DEST, NRL, Washington, DC 20375) The proposed Purchase Order is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. All responsible sources may submit a capability statement, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed Purchase Order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
