This notice is a ‘Presolicitation Notice’ and does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the presolicitation notice in accordance with FAR SubPart 5.2 Synopses of Proposed Contract Action in preparation for the anticipated release of a Request for Proposal (RFP). NRL reserves the right to cancel this acquisition at any time. RFP #N00173-23-R-GD01, titled “Optical and RF Payload Systems Development Support and Integration” is planned to be issued in March of 2023 using full and open competition. The solicitation will use trade-off source selection procedures in accordance with FAR Part 15. Award is anticipated to be made in accordance with FAR SubPart 15.101. The resulting contract is planned to be a single award, indefinite-delivery, indefinite-quantity, cost-plus-fixed-fee, level-of-effort (LOE) procurement, with task orders being issued against it. The ordering period will be for five (5) years. The anticipated LOE involved will be a mix of labor categories, to include key personnel, consisting of 292,800 hours for the total period of performance, evenly divided per year. The North American Industry Code Standard (NAICS) is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The Product Service Code is AR13 Space R&D Services; Space Flight, Research and Supporting Activities; Experimental Development.
