Request for Information This is a Request for Information (RFI) is pursuant to Federal Acquisition Regulation (FAR) 15.201(e). The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although “proposal” and “Offeror” are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. Objective The Naval Research Laboratory (NRL) is searching for potential sources that are capable of performing the draft requirements set forth in the attached Statement of Work (SOW) titled “Bluestar Low Amplifying Signal Transmission (BLAST)”. Resources In order to aid industry in evaluating their ability to perform the draft requirement, the following draft documents are available: Exhibit A – Contract Data Requirements List Attachment 1 - Statement of Work Attachment 2 - Personnel Qualifications Attachment 3 – Anticipated Level of Effort The North American Industry Classification System (NAICS) code for this action is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The Product Service Code (PSC) for this action is AJ13: General Science & Technology R&D Services; General Science & Technology; Experimental Development. The type of award the Government anticipates is a Cost Plus Fixed Fee completion type contract consisting of a 1 year base period and four 1 year options. The primary place of performance is at the Bluestar Antenna Facility located at Stanford University in Palo Alto, CA. A Top Secret Facility Clearance is required and the contractor shall be eligible to receive access to NATO information. Vendor Response The NRL asks that interested parties, at a minimum, supply the following information: a) Name of company and Point of Contact (POC); b) Telephone number, address and e-mail address of POC; c) Unique Entity ID (SAM) and Cage Code; d) Business Size; e) Capability Statement and supporting documentation of the offered services that meet the requirements listed in the attachments to this notice; and f) General description of capabilities and experience in the subject matter of this RFI. Past Performance Information Please provide a list contracts supported during the past 60 months with a brief description of the supply or service provided per each contract. Only list contracts for services similar to that required under the attached SOW. Please include a detailed explanation for each cited previous supported contract on how it relates to the attached SOW. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response. Information received in response to a RFI shall be safeguarded adequately from unauthorized disclosure in accordance with FAR 15.207.
