The Naval Research Lab (NRL) intends to award a cost-plus-fixed-fee contract to Mnemonics, Inc. in accordance with FAR 6.302-1, for the execution of specific RF/IR engineering, analytical, and technical efforts to support evolving timing technology where the results of such efforts will ultimately support the Navy’s mission. This acquisition is focused on space to ground research for Target Accuracy for Precision Emitters (TAPE) Support. The Space Systems Development Division is performing research with time and clock techniques that will provide precise and certified timing to the warfighter with an accuracy of less than 2 nanoseconds delivered via alternate methods. Under this acquisition, the contractor will perform the scientific and technical activities involved in developing concepts from technical exploration and prototyping the system for providing precise and certified timing, frequency, and geodesy to the warfighter. The requirement is deemed to be available only from the original source in the case of a follow-on contract for the continued development of highly specialized services, therefore an award to any other source would result in a substantial duplication of cost to the government that is not expected to be recovered through competition. The Government cannot at this time transition the requirements and work to another contractor without significant cost and schedule impact to the current mission. The research involves very specific and highly specialized areas which requires highly skilled personnel with substantial knowledge. The specialized skillset is very limited in the marketplace; therefore, no other company can assume the research and development required without substantial delay to mission and increased cost to the Government. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all capability statements received prior to the closing date shall be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
