This acquisition will enable and support research and development to ensure operational access to critical space capabilities and space force enhancement capabilities by utilization of the space environment and through fundamental understanding of natural radiation and geophysical phenomena. The Naval Research Lab (NRL) is posting a Request for Information (RFI) / Sources Sought and seeking potential sources for planning purposes only. This notice is not a formal Request for Proposal (RFP) or Request for Quote (RFQ). No awards will be made from the responses to this announcement. The Government will not reimburse any costs associated with the development and submission of materials in response to this request and there is no solicitation available at this time. Should a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this notice or NRL’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. This will be the follow on to contract N00173-18-F-6201 which was awarded to Sgt, Inc. (now KBR, Inc.). Objective: The NRL Space Sciences Division is searching for potential sources with the capability to perform the services set forth in the attached draft Statement of Work (SOW) entitled “Space Science Instruments and Experimental Payloads (SSIEP)”. The intent of this RFI/Sources Sought is to gauge industry interest, capabilities, and relevant experience to support NRL personnel in providing the required services stated in the attached draft SOW. Contract Type: NRL anticipates this level of effort will be performed on a Cost-Plus-Fixed-Fee basis. Competition Strategy: NRL is currently contemplating full and open competition unless the results from this RFI/Sources Sought support a set-aside of any kind. Federal multiple award schedule holders and/or small businesses are encouraged to reply. Length of Award: Anticipated from date of award through five years (One 12-month base year and four 12-month option years). Resources: To aid industry in evaluating their ability to perform the required service, the following documents are attached to this notice: Draft SOW Draft Contract Data Requirement List Draft Personnel Qualifications CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: a) Name of company and point of contact (POC) b) Telephone number, business address, and e-mail address of POC c) Business Size and number of employees d) DUNS and CAGE Code numbers e) Applicable PSC and NAICS codes f) Capabilities statement and company and personnel relevant experience in the task areas listed in the SOW and Personnel Qualifications g) Please specify if subcontracting possibilities exist, and if not, why Past Performance Information: Please provide in the response a list of Navy, DoD, and Federal contracts and SeaPort task orders supported during the past 36 months with a brief description of the supply or service provided for each. Only list contracts or SeaPort task orders for services similar to that required under the attached SOW. Assumptions: Please provide a list of assumptions, if any, which were considered in formulating the response. Submission of Information: All information and data received in response to this RFI if marked or designated as corporate or proprietary information will be protected and handled as such. Classified Material shall not be submitted. Interested parties are responsible for adequately marking proprietary or competition-sensitive information contained in their response. It is requested that the above information be provided no later than 3:00 (EST), DECEMBER 3, 2021.
