The general scope of this requirement is to provide scientific and engineering support for advanced semiconductor materials, devices, and circuits to increase capability and reliability of military missions for both terrestrial and space applications. NRL intends to award a single Cost and Cost-Plus-Fixed-Fee contract to a single vendor from this solicitation. The U.S. Naval Research Laboratory (NRL) intends to issue a Request for Proposal (RFP) for the requirement entitled "Optoelectronics and Radiation Effects Branch". The requirement of NRL’s Optoelectronics and Radiation Effects Branch within the Electronic Sciences and Technology Division (ESTD) to provide scientific and engineering support for advanced semiconductor materials, devices, and circuits to increase capability and reliability of military missions for both terrestrial and space applications. This acquisition will be solicited and awarded on a full and open competition basis in accordance with procedures established under FAR Part 15. NRL intends to issue a Cost and Cost Plus Fixed Fee (CPFF) contract, with a base Period of Performance (PoP) of twelve months from the date of contract award, plus two (2) twelve month option periods. The North American Industry Classification Systems Code (NAICS) for this effort is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), which has a size standard of 1000 Employees. The RFP will be posted to this SAM.gov website on or about 23 June 2022. All Offerors must be registered with the System for Award Management (SAM) in accordance with FAR and DFARS requirements.
