The Naval Research Laboratory (NRL) intends to issue a modification to each of the Modeling, Analysis, Research, and Simulation (MARS) Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts (N00173-19-D-2001, N00173-19-D-2002, N00173-19-D-2003, N00173-19-D-2004, N00173-19-D-2005) to increase the maximum ordering quantity. The scope of this contract covers a broad range of R&D needed to support the Naval Research Laboratory (NRL), Tactical Electronic Warfare Division (TEWD), Electronic Warfare Modeling and Simulation (EWM&S) Branch and Electronic Support Measures (ESM) Branch in a variety of disciplines related to Electronic Warfare (EW) and computer modeling and simulation (M&S) applications. The EWM&S Branch requires support in the development and utilization of M&S tools to evaluate the effectiveness of present and future EW concepts, systems and configurations for U.S. aircraft and ships. The ESM Branch requires support that spans the spectrum of R&D for the advancement of Navy EW programs, including applied research of emerging techniques and components, conceptual design and analysis, detailed hardware/software design, M&S, and prototype development. Contractor support will concentrate on theoretical research, systems R&D, M&S, and test and evaluation (T&E) relating to the interactions of various US Navy (USN) platforms, weapons, sensors, and electronic systems. Work required under this effort is divided into five (5) task areas: 1 Systems Engineering (SE) for M&S Testbed 2 Computer M&S 3 Federation Infrastructure 4 SE for ES Systems 5 ES Systems Technical Support This notice is being posted to meet the requirements of DFARS 206.302-1. A solicitation for this immediate action will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contract Specialist by the closing date of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to provide comparable experience. All responsible sources may submit a capability statement, which shall be considered. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
