OBJECTIVE The Naval Research Laboratory is searching for potential sources that are capable of meeting the requirements described in the attached draft statement of work (SOW). The SOW sets forth requirements for the delivery of Aircraft Camouflage Netting Systems (CNS) with passive, multimodal capability with the intent of improving netting system breathability and durability while maintaining obscuration of aircraft platforms from threat sensors and optimizing contrast (concealment) of spectral signatures against a given AOR at tactical ranges. The SOW contains Controlled Unclassified Information (CUI), and is therefore attached as a secure document. Contractors must be certified through Defense Logistics Information Services’ (DLIS) Joint Certification Program in order to access Controlled Unclassified Information (CUI) or Export Controlled information in Contract Opportunities within beta.sam.gov. CONTRACTOR RESPONSE FORMAT NRL asks that interested parties, at a minimum, supply the following information: Contact/Business Information a) Name of Company b) Point of Contact (POC) c) Business Size/Socioeconomic Categories and number of employees Technical Information a) Description of capability relevant to the attached draft SOW b) Prior experience of similar scope in the attached draft SOW c) Does your firm consider this requirement to be a commercial (as defined in FAR 2.101) or noncommercial item/service? d) Any questions/suggestions related to the SOW e) Suggested NAICS and PSC for the effort Responses should be no more than 10 pages, and should be emailed to the Contract Specialist at Heather.Dinsmore@nrl.navy.mil.
