Description: This Request for Information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. The Naval Research Laboratory (NRL) intends to award to an 8a small business concern. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have currently been authorized, appropriated, or received for this effort. The information provided may be used in developing its acquisition strategy, or performance work statements, or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. Objective: The NRL is inquiring for potential 8a sources that are capable of providing the following: Temporary Clerical Services The Human Resources Office (HRO) offers temporary clerical services to assist in meeting the demand of the Naval Research Laboratory (NRL) operations during employee absences or when short-term critical work cannot be delayed or performed with current staff. The HRO is in search of support personnel for clerical services for the NRL in the following service areas: o General Clerk II Type Services o Secretarial I Type Services o Secretarial II Type Services Efforts in support of the tasks delineated in the Requirements section below, will be conducted in coordination with the supervisor led teams that may include Government scientists and engineers, and other Contractors. The quality and timeliness of the provider's contribution to the work will be evaluated in terms of its impact on the success of the organization. Requirements: The Naval Research Laboratory (NRL) Requirements for On-Site Contractors (ROSC) dated 8 December 2008 provides general instructions for Contractors conducting business at/on NRL property. Compliance with specific paragraphs of the NRL ROSC cited in Section 2 - General Requirement and Section 4 - Special Requirements is mandatory, other requirements in the NRL ROSC are provided for information purposes only. The contractor shall have its support team in place and fully functioning within 5 days of contract award. During this period, the contractor will transition all activities from the incumbent, as required. The Contractor must execute the scope of work in a manner that provides for high quality, timely services while incorporating the proper mix and the most effective use of personnel. This is a performance-based effort and is structured around the results to be achieved as opposed to the manner by which the work is to be performed. The quality and effectiveness of the services performed hereunder will be evaluated in accordance with the performance standards/acceptable quality and the evaluation methods described in the Quality Assurance Surveillance Plan (QASP).
