This is a presolicitation notice, therefore, no response is required at this time. The U.S. Naval Research Laboratory (NRL) intends to issue a Request for Proposal (RFP) for the requirement entitled, “Research & Development (R&D) Support for Chemical/Materials and Sensors/Systems Development” on or about April 29, 2021. The scope of this effort is to provide R&D support for chemical/materials R&D and sensor/systems development for the NRL in Washington, DC, (NRL-DC) in the areas listed below: Conducting Basic and Applied Research and Development Characterization of Materials and Biological Systems Design, Synthesis, Processing, and Testing of Materials Design, Fabrication, and Testing of Sensors and Systems in the Laboratory and/or Field This acquisition will be solicited as a 100% Small Business Set-Aside. The North American Industry Classification Systems Code (NAICS) for this effort is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), which has a size standard of 1000 Employees. NRL will use the competitive procedures established under FAR Part 15 and DFARS Part 215 for this competitive acquisition. NRL intends to award a single Cost-Plus-Fixed-Fee (CPFF) contract to fulfill this requirement. The anticipated Period of Performance for this contract is one (1) twelve-month base period with four (4) twelve-month option periods. The RFP will be posted to this beta.sam.gov website on or about April 29, 2021. All responsible small business sources may submit a proposal in response to the RFP. All Offerors must be registered with the System for Award Management (SAM) in accordance with FAR and DFARS requirements.
