This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items” and FAR Part 13.5, “Simplified Procedures for Certain Commercial Items” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. This solicitation, N00173-21-R-EN01, is issued as a Request for Quote (RFQ). The associated small business size standard is NAICS 334515. Solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2021-02, DPN 20201123, and NMCARS 18-14. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. See the attached solicitation for clauses and provisions. • The Naval Research Laboratory (NRL), located in Washington DC, has requirement for a millimeter electrical network analyzer system (MENAS). The specifications are attached to this document. The Government intends to award a single firm fixed price purchase order to the offeror whose quote is the most advantageous to the Government, price and technical acceptability considered, and to whose quote conforming to the solicitation, sole source justification and salient characteristics. Supplies: Items must be the brand name manufactured by Keysight Technologies and/or shall meet the included equipment functionality description in accordance with 41 U.S.C. 1901, sole source authority. The required delivery is as follows: The closing date for this solicitation is 08:00 AM Eastern Daylight Time, 28 January 2021, and shall be submitted electronically to erica.turner@nrlssc.navy.mil, Code 1335 in either Microsoft Word or pdf format. Facsimile proposals are NOT authorized. The Contract Specialist must receive any questions concerning the RFQ no later than five (5) business days before the response date of this solicitation.
