Special Instructions to the Offeror: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. N00173-20-R-NA01 is issued as a Request for Quotation (RFQ). Solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2005-95, DPN 20161222, and NMCARS 13-14. The NAICS Code is 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with the associated small business size standard of 750. The associated Federal Supply Code (FSC) is 6625. This award will be made to the offeror who represents the lowest quote technically acceptable (LQTA) proposal to the government. Technically acceptable is defined as meeting the minimum requirements as listed in attachment 1 (Specification List) and attachment 2 (DD 1423). The Naval Research Laboratory (NRL) in Washington, D.C. intends to negotiate a Firm Fixed Price (FPP) type contract for a high frequency, wide-band, multiple channel, channel emulation system capable of applying calculated channel degradation models real time to complex RF signals. The system must consist of compatible components from the same manufacturer integrated into a system and provide basic system training as described in attachment 1.
