This is a request for quote for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. The Naval Research Laboratory (NRL) in Washington, D.C. intends to negotiate a Firm Fixed Price (FPP) type contract for a Radio Frequency (RF) Channel simulator. The RF Channel simulator is a piece of RF test equipment capable of simulating RF link impairments between a ground station and a satellite. The system is to be capable of simulating the salient characteristics, consist of compatible components from the same manufacturer integrated into a system and provide basic system training as described in attachment 1. Solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2005-95, DPN 20161222, and NMCARS 13-14. The NAICS Code is 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with the associated small business size standard of 750. The associated Federal Supply Code (FSC) is 6625. This award will be made to the offeror who represents the lowest quote technically acceptable (LQTA) proposal to the government. Technically acceptable is defined as meeting the minimum requirements as listed in attachment 1 (Salient Characteristics).
