This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. Solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2020-09, DPN 20200831, and NMCARS 18-11. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. This solicitation, N00173-20-Q-EN03, is issued as a Request for Quote (RFQ). The associated small business size standard is 541512. Small Business Size Standard is $30M. The Naval Research Laboratory (NRL) has a requirement for an electrical network analyzer systems. It is required for the electrical characterization of components used in receiver systems in the frequency bands from 10 MHz to 220 GHz (specific bands denoted in performance requirements). The electrical network analyzer system shall consist of a base 4-port network analyzer unit with frequency extender modules as required to meet frequency spectrum, WR-05 calibration kit, 2.4 mm test cables, and integrated analysis software. The specifications below shall be met in order to be a compatible electrical network analyzer systems.
