This request for proposals (RFP) is to acquire scientific and engineering R&D expertise to support the Remote Sensing Division's (RSD) development and application of new and existing techniques for remote sensing (including astronomy). This amendment serves to: 1. update Attachment 2 - Personnel Qualifications 2. update Section H-6 paragraph (k) to correct the labor hours associated with the Research Scientist labor category; 3. specify the number of past performance questionnaires in Section L-18; 4. clarify the ODC plug-in amounts in the table in Section L-19; 5. replace the Q&A peviously provided with a new Questions and Answers list; and 6. extend the response deadline to 5:00 PM November 22, 2019.
