The purpose of this updated announcement is to attach Amendment 00013 of the solicitation and add one drawings. The purpose of Amendment 0003 is to answer questions from industry and add requested drawing for review. ________________________________________________________________________ The purpose of this updated announcement is to attach Amendment 0002 of the solicitation. The purpose of Amendment 0002 is to remove the small business set-aside and extend the solicitation deadline. Any questions regarding this solicitation MUST be submitted no later than 10:00 AM EDT on Wednesday, 10 September 2025. ________________________________________________________________________ The purpose of this updated announcement is to attach Amendment 0001 of the solicitation and add requested drawings. The purpose of Amendment 0001 is to answer questions from industry and add requested drawings for review. ________________________________________________________________________ This is a combined synopsis/solicitation for commercial services and items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue an unpriced Multiple Award Blanket Purchase Agreement (BPA) using Simplified Acquisition Procedures for Specimen Fabrication and Testing Services that meets the specifications outlined below. This announcement constitutes the only solicitation and a written solicitation will not be issued. Capability Packages are being requested under Request for Quotation (RFQ) no. N0016725Q1111. The NAICS code is 332710 and the associated PSC code is R425, and the Small Business Standard is 500 Employees for this procurement. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2025-04 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20250718. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government intends to evaluate all timely submitted packages received from eligible contractors on an acceptability of technical capability. Evaluation Factors (See 52.212-2- Evaluation—Commercial Products and Commercial Services for minimum requirements and assessment factors) Technical – Capability Packages must reflect meeting the minimum requirements and the required specifications included in the RFQ. Questions/clarification regarding this solicitation must be submitted via email to tracy.l.mcdonough2.civ@us.navy.mil by 10:00 AM EDT on Wednesday 20 August 2025. All questions will be answered in an amendment to the solicitation. Capability packages are due on or before 10:00 AM EDT on Thursday 28 August 2025 to tracy.l.mcdonough2.civ@us.navy.mil Late packages will not be considered. All responses shall include Cage Code and point of contact name & phone number. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
