The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. NSWCCD intends to solicit and award a firm fixed price contract on a sole source basis to ShipConstructor Software USA Inc. for ShipConstructor Software, as detailed in the attached solicitation.
