This is the Government’s official pre-solicitation notice and synopsis for non-commercial services as prepared in accordance with the format in FAR subpart 5.207, as supplemented with additional information included in this notice, in anticipation of release of RFP N0016723R0016. The anticipated NAICs code is 488390 with PSC code J019. The anticipated award value is roughly $10,500,000.00. This requirement is being totally set aside for small business. The Government anticipates issuing the RFP on July 31, 2023 with a closing date of August 30, 2023. Naval Sea Systems Command (NAVSEA) Naval Surface Warfare Center, Carderock Division, (NSWCCD) has a follow-on requirement to provide technical, administrative, and engineering services for ocean testing and waterfront operations. Services may include support of data acquisition systems, offshore test ranges, underwater sensors, systems, infrastructure, shore based sensors and systems, boats, vehicles, equipment shelters, weight handling equipment, observation towers, and tracking systems for SFOMF RDT&E activities. While the majority of services can be accurately projected, emergent support is required to efficiently and effectively deal with the effects of the tropical marine environment, where high temperatures, high humidity, corrosion, and destructive weather impact the scheduling and activities of the site, which requires immediate and proactive action to limit and repair damage to resume operations. The resultant contract will support such activities conducted from the South Florida Ocean Measurement Facility (SFOMF).
