The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Beasy software. The compliant material is available solely from Dassault Systemes, as the required timeframe can only be sold through Dassault. The NAICS code is 541519 and the business size is $34 million. The proposed purchase order is being solicited on a sole-source basis to Computational Mechanics International, Inc. The proposed action is for Beasy software, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Computational Mechanics International is the only source of the required items, with no compatible service on the market. The NSWCCD intends to award a firm fixed-price purchase order to Computational Mechanics International, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 15 June 2023. This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 06/15/2023 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
