The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a Rhino softwaren licenses, provided by authorized resellers. The compliant product is available solely from Simulistic. The NAICS code is 541519 and the business size is $30 million. The proposed purchase order is being solicited on a brand name basis. The proposed action is for IT software, for which the Government intends to solicit and negotiate with only one compliant product pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Rhino software upgrades are the only compatible material, with no compatible product on the market. The NSWCCD intends to award a firm fixed-price purchase order using Simplified Acquisition Procedures. The NSWCCD will award a contract resulting from this solicitation to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation that represent the best value to the Government. All questions will be answered in an amendment to the solicitation. Quote packages are due no later than June 2, 2023, at 11:59 AM.
