This announcement provides information that Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue a Request for Quotes (RFQ) for the following Supplies and/or Services. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1(a)(2)(ii)(A) “supplies may be deemed to be available only from the original source in the case of…highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) substantial duplication in cost to the Government that is not expected to be recovered through competition”. The Government intends to solicit and negotiate with General Dynamics Missions Systems for Encryptors. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular.
