THE SUBJECT REQUIREMENT IS CANCELLED The Naval Surface Warfare Center Carderock Detachment(NSWCCD) intends to award a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) with Cost-Plus-Fixed-Fee (CPFF) Level of Effort and Completion contract for the acquisition of Unmanned Vehicles and Unmanned Vessels in support of the NSWCCCD mission covering all phases of Unmanned Vehicles and Unmanned vessels total life cycle industrial support to include construction, proof of design, model development and realization, fabrication, modernization, quick response capability, repair, overhaul quality assurance and testing using the policies and procedures of FAR Part 15, Contracting by Negotiation, FAR 16.306, Cost Contracts and FAR 16.5 Indefinite-Delivery Contracts. Sources Sought/RFI Notice N0016721Unmanned was posted to SAM.gov. This requirement will be solicited using full and open competition with a partial small business set-aside. The activity's small business office concurs with this determination. The North American Industry Classification Systems (NAICS) code applicable to this procurement is 541330. The size standard is $41.5 million for Engineering Services. The Product Service Code is R425. The performance period is a five year ordering period. The effective period for this acquisition is anticipated to be from 1 December 2022 through 30 November 2027. The solicitation, any documents related to this procurement, and all amendments issued will be in electronics form. The SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this website https://sam.gov under solicitation number N0016722R0010. The solicitation is expected to be available on or around 1 March 2022. All responsible sources may submit a proposal that will be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
