The Advanced Propulsor Management Office (APMO) is in the Naval Architecture and Engineering Department of the Naval Surface Warfare Center, Carderock Division (NSWCCD). The APMO is responsible for the design and manufacture of Government Furnished Equipment (GFE) submarine propulsors on behalf of the Naval Sea Systems Command (NAVSEA). The APMO requires Hydrodynamic Shaping Material (HYSHMA), per reference 3.1, for unique and complex full-scale COLUMBIA Class (CLB) and VIRGINIA Class (VCS) submarine propulsor components. This synopsis is being posted for the requirement to manufacture HYSHMA components for full-scale submarine propulsor applications and apply HYSHMA to unique and complex full-scale CLB and VCS class submarine propulsor assemblies at in-field production location(s) or at the contractor’s facilities. Draft Statements of Work for the Base Contract and Order 1, referenced drawings (not including classified drawings), Draft CLIN Structure, and Draft Sections L and M of the solicitation are provided for review. The classified drawings will not be provided with the synopsis. The protected drawings shall be requested and the CAGE Code shall be provided for Government verification purposes. The Government is also looking for feedback on the CLIN structure, contract type, Statement of Work requirments,and any barriers to proposing on the effort. It is anticipated the solicitation will be issued the week of 31 October 2022. This notice is NOT a request for proposal (RFP). Proposals submitted as a result of this pre-solicitation notice will not be accepted and the Government will not reimburse for a proposal/response provided.
