Request for Proposal (RFP) N00167-21-R-0005 is being issued by the Naval Surface Warfare Center Carderock Division (NSWCCD) for the requirements detailed in the attached Solicitation. The Government anticipates award of a Blanket Purchase Agreement (BPA) with an ordering period of five years. The Government expects that some businesses(large and small) may be able to perform a portion of the SOW, but notnecessarily every task of the SOW. Vendors are encouraged to enter into the BPAeven if the vendor can only perform some of the tasks described in theSOW. Interested firms may view and/or download the solicitation, attachments,and any amendments only from the Federal Business Opportunities(FBO) website at www.fbo.gov once it is posted. It is the prospective offeror's responsibility to monitor the FBO website for changes to thisnotice, announcements, or amendments to the solicitation. The solicitation is available unlocked as part of this announcement. The remaining documents to include the exhibits and attachments are locked. The locked documents are ONLY available to contractors with an approved Joint Certification Program (JCP) DD Form 2345. Firms must be approved on https://public.logisticsinformationservice.dla.mil/jcp/search.aspx. Contractors must have the JCP clearance loaded into Contracting Opportunities and request access through the system to be granted approval to view the documents. The Contractors may also request access to the locked documents by sending DD 2345 to both the Contract Specialist and Contracting Officer. The Government anticipates release of this solicitation to be in Feb 2021. This requirement is to provide support hardware and related services, including handling fixtures, shipping materials, testing and inspection, fasteners, and miscellaneous hardware. The NAICS code will be 336611, size standard 1250 employees. The anticipated PSC codes will be 2010 Ship and Boat Propulsion Components, AC22 R&D – Defense System: Ships (Applied Research/Exploratory Development), AC34 R&D – Defense Systems: Ship (Engineering Development), AC35 R&D – Defense System: Ship (Operations Systems Development), AD22 R&D – Defense Other: Services (Applied Research/Exploratory Development), AD24 R&D – Defense Other: Services (Engineering Development), H230 Equipment and Material Testing – Mechanical Power Transmission Equipment, H320 Inspection – Ship and Marine Equipment and J020 Maintenance, Repair, and Rebuilding of Equipment, Ship and Marine Equipment.
