The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to issue Request for Proposal (RFP) No. N00167-21-R-0004 for Environmental and Ship Motion Forecasting (ESMF) system. This ESMF system provides sea-based forces with environmental and ship motion forecasting as input to the Common Operation Tactical Picture (COTP), in order to forecast windows of opportunity for inter/intra-ship material and personnel movement. A Sources Sought/RFI closed in September 2020 with the purpose of providing information to industry for review/response to a future requirement for the ESMF system. A draft SOW was provided to provide information and to solicit comments and questions from potential suppliers/interested parties. Based on these results, it has been determined to proceed with issuing the contract on a full and open competition basis. The activity’s small business office concurs with this information. The North American Industry Classification System (NAICS) Code 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and the Small Business Size Standard is 1,000 employees. The Government intends to award a Cost Plus-Fixed Price (FFP) Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) - type contract. The effective period for this acquisition is anticipated to be from 1 September 2021 through 31 August 2026. The solicitation, any documents related to this procurement, and all amendments will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this website https://www.beta.sam.gov under solicitation number N00167-21-R-0004. The solicitation is expected to be released in April 2021. All responsible sources may submit a proposal that will be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
