This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this questionnaire. Naval Surface Warfare Center, Carderock Division (NSWCCD) - ARD is requesting assistance from commercial industry in regards to the potential for small business participation and the capabilities of large and small business entities, in the preparation of soliciting an anticipated Cost-Plus-Fixed-Fee (CPFF), Level-of-Effort (LOE) Task Order with a one (1) year period of performance plus four (4) option years. Market Research is being conducted to determine all potential socio-economic small businesses and large businesses interested in, and capable of, providing the support services identified herein. This posting is issued in accordance with the requirements of Federal Acquisition Regulation (FAR) Parts 10 and 16. The purpose of this Request for Information is to provide: a Draft Statement of Work (SOW), Market Research Questionnaire and Industry Question Sheet for industry review/completion for the follow-on contract currently being satisfied under contract #N00167-15-D-0005, GDIT, 3211 Germantown Rd., Fairfax, VA 22030-2844 for Acoustic Data Acquisition and Analysis in Support of Surface Ship and Submarine Research and Development (R&D) Projects conducted at the Naval Surface Warfare Center, Carderock Division, Acoustic Research Detachment (NSWCCD-ARD) facilities and on-water assets located at the ARD in Bayview, Idaho. The Draft SOW is being provided to solicit comments and questions from potential offerors and will remain posted until 07 November 2019. The attached Market Research Questionnaire and Industry Question Sheet are intended to assist the Government in determining the probability of large or small business prime contractors responding to a future RFP to provide the required services. The Government anticipates making future decisions regarding the procurement process utilized for this solicitation based on Market Research Questionnaire responses and the comments and questions submitted on the Industry Question Sheet that are received from both large and small businesses that indicate an interest and the capability to perform the required effort. It is anticipated that offers will be evaluated on the basis of best value to the Government; that is, selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The solicitation number for this requirement when issued will be N0016720R3000 under NAICS Code 541330 with a Small Business Size Standard of $38.5 million. It is anticipated that the resultant award will be a CPFF LOE Seaport NxG Task Order with one (1) year period of performance plus four (4) option years. Proposals from Contractors outside of Seaport NxG will not be considered. The successful Contractor must have a SECRET clearance. Interested parties/potential offerors are encouraged to respond with questions and comments as soon as possible, in order to allow for review prior to the release of the RFP. Note that no response will be provided to questions/comments submitted in response to the Draft SOW and respondents will NOT be notified of the results of the market research questionnaire. All questions will be reviewed by the Government to assist in identifying revisions to be incorporated in the SOW. All market research questionnaires will be reviewed and the information will assist the Government in making a determination regarding the utilization of a small business set-aside, which will be conducted per the regulatory requirements of FAR Part 19 - Small Business Programs. All information will be kept confidential and will not be disseminated to the public. This RFI, Market Research Questionnaire and Industry Question Sheet are not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
