The Naval Surface Warfare Center Carderock Division (NSWCCD) requires engineering support services for the planning, design, specification, development, installation, integration and support of the British Undersea Test and Evaluation Center (BUTEC) High Gain Measurement System (HGMS) arrays. NSWCCD intends to solicit and negotiate an Indefinite-Delivery, Indefinite-Quantity contract that contains the potential for orders with Cost-Plus-Fixed-Fee (CPFF)-Completion, CPFF-Term, Cost-only and Firm-Fixed Price line items, with LEIDOS INC., 1750 PRESIDENTS ST., RESTON, VA 20190-5617 (CAGE: 5UTE0) under the authority of 10 U.S.C 2304(c)(4), as implemented in FAR 6.302-4. The solicitation will be made via Request for Proposal (RFP) N0016720R0023. The United Kingdom Ministry of Defence (UKMOD) has officially requested LEIDOS INC. as the sole prime contractor for this effort via Foreign Military Sales (FMS) Case UK-P-LWR. The RFP will not be made available through https://beta.sam.gov/. The RFP will be provided directly to LEIDOS INC. through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiations. The anticipated contract action award date is 28 MAY 2021. Note: in accordance with FAR 5.202(a)(3)this action does not require the issuance of a synopsis prior to RFP release. The purpose of this notice is to notify potential subcontractors in accordance with FAR 5.206 that subcontracting opportunities may exist for this requirement.
