This is not a Request for Proposal (RFP) and award of a contract/task order will not be made as a result of this announcement. Naval Surface Warfare Center, Carderock Division (NSWCCD) is requesting assistance from industry in regards to the capabilities of business entities, standard industry practices/ availability, and the potential for small business participation in preparation of soliciting an anticipated Firm-Fixed Price (FFP) Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ)- type contract. The purpose of this posting is to provide information for industry review/response associated with a future requirement for fabrication and delivery of Experimental Hull Treatment (XHT) for U.S. Navy submarine vessels. Responses to this Sources Sought Notice will be used by the Government in making acquisition strategy decisions associated with the subject requirement, as well as determining the probability of large/small business prime contractors responding to a future solicitation to provide the required items. The Government anticipates making future decisions regarding the procurement process utilized for this requirement based on comments, questions, and responses received from businesses that indicate an interest in, and capability to perform the anticipated requirements. The effort identified herein is anticipated to represent a future FFP multiple-award IDIQ requirement. It is also anticipated that the award will be made on the basis of best value to the Government, taking into consideration technical capability, past performance, and price. Currently, the Government intends to assign and solicit the subject requirement under North American Industry Classification System (NAICS) Code 326150 – Urethane and Other Foam Product Manufacturing. Potential suppliers/interested parties are encouraged to respond to this posting with questions and comments as soon as possible in order to allow for Government review during the acquisition strategy phase of the procurement process. All questions shall be submitted in writing via email to carlos.triay@navy.mil. All responses to this Sources Sought Notice will be reviewed and the information will be utilized to assist the Government in making various procurement planning/strategy decisions, including a determination regarding the utilization of a Small Business/Socioeconomic Set Aside (conducted per the regulatory requirements of FAR Part 19 – “Small Business Programs”). Note that no response will be provided to questions/comments submitted and respondents will not be directly notified. All questions/comments received will be reviewed by the Government for consideration prior to issuance of any future solicitation. All information will be kept confidential and will not be disseminated to the public. This Sources Sought Notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
