The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to issue Request for Proposal (RFP) No. N00167-20-R-0005 for Experimental Hull Treatment (XHT) tiles. Multiple awards are anticipated. This contract is for the fabrication and delivery of XHT tiles for installation on existing Virginia Class submarines during scheduled maintenance availabilities. XHT tiles and Versathane shapes will be required in various types, configurations, and quantities as specified in individual Delivery Orders (DO’s). The Contractor shall manufacture XHT tiles and Versathane shapes in accordance with Government specifications. A Sources Sought /RFI closed in January 2020 with the purpose of providing information to industry for review/response to a future requirement for the fabrication and delivery of XHT. A draft SOW was provided to provide information and to solicit comments and questions from potential suppliers/interested parties. Based on these results, it has been determined to proceed with issuing the contract on a full and open competition basis. Both large and small businesses can compete for the procurement. The effort identified herein is anticipated to represent a future Firm-Fixed Price (FFP) Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) - type contract. It is also anticipated that the award will be made on the basis of best value to the Government, taking into consideration technical capability, past performance, and price. Currently, the Government intends to assign and solicit the subject requirement under North American Industry Classification System (NAICS) Code 326150 – Urethane and Other Foam Product Manufacturing. NSWCCD anticipates that the final RFP for N00167-20-R-0005 will be released in October 2020. Naval Surface Warfare Center, Carderock Division (NSWCCD) is requesting assistance from industry in regards to the capabilities of business entities, standard industry practices/ availability, and the potential for small business participation in preparation of soliciting an anticipated Firm-Fixed Price (FFP) Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ)- type contract. The purpose of this posting is to provide information for industry review/response associated with a future requirement for fabrication and delivery of Experimental Hull Treatment (XHT) for U.S. Navy submarine vessels. Responses to this Sources Sought Notice will be used by the Government in making acquisition strategy decisions associated with the subject requirement, as well as determining the probability of large/small business prime contractors responding to a future solicitation to provide the required items. The Government anticipates making future decisions regarding the procurement process utilized for this requirement based on comments, questions, and responses received from businesses that indicate an interest in, and capability to perform the anticipated requirements. The effort identified herein is anticipated to represent a future FFP multiple-award IDIQ requirement. It is also anticipated that the award will be made on the basis of best value to the Government, taking into consideration technical capability, past performance, and price. Currently, the Government intends to assign and solicit the subject requirement under North American Industry Classification System (NAICS) Code 326150 – Urethane and Other Foam Product Manufacturing. Potential suppliers/interested parties are encouraged to respond to this posting with questions and comments as soon as possible in order to allow for Government review during the acquisition strategy phase of the procurement process.
