The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for an EBAD TiNi E4000Pressure Balanced Oil Filled (PBOF) Ejector Release Mechanism. A reset tool is also required to reset the ERM after each ejection, in which TiNi Aerospace has proprietary rights that will be updated and implemented for the Navy. The NAICS code is 336611 and the Product/Service Code is 2090. The proposed purchase order is being solicited on a sole-source basis to TiNi Aerospace. The proposed action is for an EBAD TiNi E4000Pressure Balanced Oil Filled (PBOF) Ejector Release Mechanism and a reset tool for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: TiNi Aerospace is the only source as they have proprietary rights. The NSWCCD intends to award a firm fixed-price purchase order to TiNi Aerospace using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 24 January 2020. This notice of intent is NOT a request for competitive proposals. However, all responses received by 24 January 2020 at 10:00 AM EST will be considered by the Government. Any questions must be received via e-mail by 16 January 2020 at 10:00 AM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
