Modification 0002: The purpose of this amendment to solicitation is to remove the option for engineering services support, to remove the CDRL documents attached to the solicitation, to remove CLIN 1006, to remove the Statement of Work, and to change the descriptin of CLINs 0001 - 0005 to add the installation number #1607549 for the Siemen's software maintenance renewals. This also changes the due date for submission of quotes to 7 November 2019 at 10:00 AM EST. All other terms and conditions remain unchanged. The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Siemen's software maintenance renewals under #1607549 and engineering services. The NAICS code is 541519and the Product/Service Code is R425. The proposed purchase order is being solicited on a sole-source basis to TATA TECHNOLOGIES. The proposed action is for Siemen's software maintenance renewals and engineering services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: TATA TECHNOLOGIES is the Siemen's partner for software maintenance renewals under #1607549. The NSWCCD intends to award a firm fixed-price purchase order to TATA TECHNOLOGIES using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 4 November 2019. This notice of intent is NOT a request for competitive proposals. However, all responses received by 4 November 2019 at 10:00 AM EST will be considered by the Government. Any questions must be received via e-mail by 01 November 2019 at 10:00 AM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
