The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for engineering and technical support in the analysis of the mechanisms of laser peening with FEM modeling, combined with TEM imaging required to determine the relationship between mechanical performance and dislocation mechanics for the Navy. The NAICS code is 611310 and the Product/Service Code is R425. The proposed purchase order is being solicited on a sole-source basis to the University of Maryland. The proposed action is for a TEM Investigations of the Effect of Laser Peening mitigation of sensitization in 5XXX series aluminum on Dislocation Dynamics for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: the University of Maryland is the only source as they have the expertise and facilities necessary to perform the analysis of laser peening mitigation of sensitization in 5XXX series aluminum. The NSWCCD intends to award a firm fixed-price purchase order to the University of Maryland using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 17 April 2019. This notice of intent is NOT a request for competitive proposals. However, all responses received by 17 April 2019 at 10:00 AM EST will be considered by the Government. Any questions must be received via e-mail by 09 April 2019 at 10:00 AM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
