The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a Study of Concepts of the heat transfer model in which Jensen Hughes (JH) has proprietary rights, that will be updated and implemented for the Navy. The NAICS code is 541990 and the Product/Service Code is R425. The proposed purchase order is being solicited on a sole-source basis to JH. The proposed action is for a Study of Concepts of the heat transfer model for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: JH is the only source as they have proprietary rights. The NSWCCD intends to award a firm fixed-price purchase order to JH using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 15 April 2019. This notice of intent is NOT a request for competitive proposals. However, all responses received by 15 April 2019 at 10:00 AM EST will be considered by the Government. Any questions must be received via e-mail by 05 April 2019 at 10:00 AM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
