The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the development of a Verification, Validation, and Accreditation (VV&A) Plan for the IRM analytic tool developed by Test and Evaluation Solutions, LLC (TES) for the Navy. The NAICS code is 541330 and the Product/Service Code is R425. The proposed purchase order is being solicited on a sole-source basis to TES. The proposed action is for the development of a Verification, Validation, and Accreditation (VV&A) Plan for the Integrated Recoverability Model (IRM) analytic tool for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: TES developed the IRM analytic tool which this VV&A tool will be used and TES is the only source as they have proprietary rights. The NSWCCD intends to award a firm fixed-price purchase order to TES using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 22 February 2019. This notice of intent is NOT a request for competitive proposals. However, all responses received by 22 February 2019 at 10:00 AM EST will be considered by the Government. Any questions must be received via e-mail by 14 February 2019 at 10:00 AM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
